Authority track record

How long the carrier has held authority, how many times it has lapsed, whether an out of service order has been issued, and whether authority has ever been revoked.

Insurance stability

Whether liability is on file now, how often the filing has changed, how many cancellations appear in the history, and whether coverage is verified or unverified.

Safety posture

Vehicle and driver out of service rates against the national average, crashes over 24 months, inspection volume, and whether the record is recent enough to trust.

Fleet profile

Distinct VINs observed in inspection records, decoded against NHTSA for make, model and year, compared with the power units the carrier reports.

Chameleon risk

Low, caution or high, based on address and phone shared with other carriers, weighted toward links with revoked or inactive operations.

Paper carrier check

Whether a carrier's reported size is supported by its roadside footprint. A fail requires corroboration from more than one signal before it is raised.

Honesty

It says Not Rated when it does not know.

A carrier registered last week has no roadside record, no insurance history and no tenure. Scoring it anyway would produce a number that looks like information and is not. TruScore returns Not Rated instead, and private fleets are marked PF rather than graded on a scale built for for hire carriers.

  • NR where the underlying record is too thin to grade
  • PF for private fleets, which run their own freight and are not carriers for hire
  • An A grade requires full enrichment coverage, so a thin record cannot top the scale
  • Reconstructed CSA percentiles are shown on the record but excluded from the calculation

Limits

Hard caps stop a clean sheet hiding a serious problem.

Weighted averages have a known failure: enough good factors will drown one disqualifying one. TruScore applies ceilings instead, so a revoked carrier or an active out of service order cannot be averaged back into a passing grade.

  • Revoked authority caps the score well below a pass
  • An active out of service order applies its own ceiling
  • A high chameleon signal caps the grade regardless of the rest
  • A corroborated paper carrier failure caps it too

Is TruScore a credit score?
No. It is a business risk signal built from public operating records, and it must not be used to make credit, insurance underwriting, employment or tenancy decisions about any individual. It exists to help you decide which carriers are worth your time.
Is it predictive?
Not yet, and we will not claim it is. The current version is built on documented FMCSA relationships and weighted by judgement, not fitted to forward outcomes. Calibration against real results is planned and the method page records where the version stands today.
What is chameleon risk?
A chameleon carrier is a new registration that is really an old operation restarting under a new number to shed a safety or insurance history. We count carriers sharing an address or a phone number, and weight the signal toward links with revoked or inactive operations. Officer and business name matches are treated as corroboration only, because they collide too often on their own.
Why do so many carriers show Not Rated?
Because a large share of registrations are days or weeks old and genuinely have no record to grade. Returning a confident number for them would be the wrong answer delivered convincingly. Not Rated is the honest output, and the grade appears as soon as the evidence does.
Does the grade change over time?
Yes. Grades are recalculated as underlying records refresh, and the algorithm itself is versioned, so a grade issued months ago stays attributable to the method that produced it rather than being quietly rewritten.
